The former Permanent Secretary in the Ministry of Disaster Preparedness (MIDMAR), now the Ministry of Emergency Management, Antoine Ruvebana is being held on suspicion of rape, as confirmed by the Rwanda Investigation Bureau (RIB).
Ruvebana, who was relieved of his duties in 2017, having served as the PS of the Ministry from 2012, is being held at Kicukiro RIB station, pending further investigations. According to available information, he has been under investigation following reports by several women in relation to suspected rape crimes committed several years ago.
The Spokesperson of RIB, Dr. Thierry B. Murangira, confirmed to KT Press that the former technocrat and economist is in detention as further investigations to ascertain the alleged crimes are being conducted.
“It’s true that Antoine Ruvebana is being detained at Kicukiro RIB Station since 11th December, 2021 over sexual offences. We can’t give more information at this point to protect the rights of victims,” Dr. Murangira told KT Press without divulging more details.
KT Press sources revealed that victims of those sexual offences are more than five in number but details could not be revealed in order not to jeopardise investigations.
Ruvebana has been keeping a low profile since he was removed from his position as PS and replaced with Olivier Kayumba. According to local media reports, the alleged crimes were committed between 2003 and 2006 when he was reportedly serving at Rwanda’s mission in Switzerland.
