The Prime Minister of Rwanda, Dr. Edward Ngirente has warned that local leaders who manipulate figures of performance indicators will be held accountable.
Following reports of local leaders manipulating socio-economic figures in 2018 performance contracts – Imihigo, Dr. Ngirente said that government has taken a new decision to conduct performance evaluation on a monthly basis instead of annual evaluation to nip the vice in the bud.
On January 7, 2019 while addressing the Rwanda Local Government Delivery Forum 2019 that brought together local leaders from across the country, Ngirente said manipulating figures sabotages development efforts.
“Falsified figures deter national development and government will not tolerate this kind of behavior,” Ngirente said.
Forged figures in performance contracts, according to local government findings have been evident in distribution of farmers’ fertilizers and categorization of socio-economic classification (Ubudehe).
The Minister of Local Government, Professor Anastase Shyaka attributed the habit of forging figures to a tendency by local leaders getting entangled in corruption and bribery.
“We have to streamline fight against corruption from grassroots institutions, because failure at this level is very unfortunate,” Shyaka said.
The meeting recommended the timely evaluation where all officials be part of the follow up and implementation of district projects.
